Although you might not be familiar with the city of Cicero in Illinois, you'll probably be familiar with the name Al Capone. And this infamous gangster once used this city as his own personal playground, which paved the way for the current gang violence that plagues the locals. Of course, local authorities have tried their best to combat this gang violence, and they even have an order in place that forces gang members to pay fines.

However, it's not done enough to rid the city of violence altogether, and it's now considered to be one of the most unsafe places in the U.S. Some scared residents have even left because of it.
